This study began as a project of a research design course at the Georgia Institute of Technology taught by Barry Bozeman and Hal Rainey in the spring of 2005. We are grateful to the students of that course who assisted in survey design, background research, and sample development.

Mary K. Feeney was responsible for managing the survey, finalizing the survey instrument, coordinating the development of the sample, and processing the multiple mailings. Branco Ponomariov was responsible for developing a user-friendly database for coding and managing the data. We are grateful to him for the time and energy he put into this project. His planning and design reduced redundancy and problems with tracking respondents and data collection. Julia Melkers assisted with the acquisition of the population of Illinois public employees. She also worked with Mary Feeney and Hal Rainey to develop the list of respondents from nonprofit and private organizations. The survey was developed over a three month period with review and input from Hal Rainey, Gordon Kingsley, Monica Gaughan, Eric Welch, Julia Melkers, and Craig Boardman. Michael Ng and Sharyn Finney provided support in developing the sample and coding data. Cristina Strizzolo managed our undergraduate employees and the coding database. We are grateful to all those who contributed their time, resources, and energy to NASP Omega.
